Create an new admin account

I have problem with a program and they have write to me "Create an new admin
account and reinstall the program" But how make I a new account in my XP pro.

Go to control panel, User Accounts. It should be pretty straightforward.

However, I have to question the logic of this - why should it make a
difference? An admin is an admin. Perhaps try reinstalling the program using
the built-in Administrator account.
