Post subject: Blank desktop

Some of the time I boot to blank desktop;
an empty, gray desktop with a movable cursor and no TaskBar.
At this time, Task Manager says 27 Processes are running with 0% CPU Usage
and no Applications running.
Choosing Restart from Task Manager sometimes brings up my normal desktop
with all of my chosen icons and my normal TaskBar. Then Task Manager says 53
Processes running with 10% to 65% CPU Usage and 5 Applications running.
How can I get back to my normal bootup to my normal desktop and TaskBar?
