Once I have a Windows Firewall configuration I like, how can I back this up
and apply it to other Windows XP computers without using group policy?

And in a related question, how can I then create a group policy object from
that configuration and use it to distribute the configuration automatically?

Lots of use cases for that:

1) Home machine no domain

2) DMZ machine no domain

3) Lab machine and you want to do an experiment, then save the results of
the experiment.

Why would you not just configure the settings using group policy directly?

The info in the link below may help. Also a lot of the settings are kept
under
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet\Services\SharedAccess\Parameters\FirewallPolicy
of which you could try exporting the key to a .reg file.
