Is there a way to auto exececute commands such as a copying or deleting files
upon startup of a PC? My next question is, is there a way to copy or delete
files upon shutdown?

Put them in a batch file, and put a shortcut to that batch file into the
folder
C:\Documents and Settings\your user name\Start Menu\Programs\Startup

There are several freeware or shareware utilities that let you create a
shutdown folder analogous to the startup folder. Do a google search,
download and install such a program, then do the same thing in it.

Put your copy/delete commands into a batch file, then invoke this
batch file at startup time via the Task Scheduler.

You can also run GPEDIT.MSC, then open up
- Local Computer Policy
- Computer Configuration
- Windows Settings
- Scripts (Startup / Shutdown)
