Administrative Tools Icons Missing

Had a problem yesterday with Internet connections not opening and found a solution on forums but today I have a similar problem with administrative tools not opening in Control panel, any ideas please

The icons/tools in my Control Panel > Administrative Tools window have disappeared. I can't think of anything I've done lately that might cause this. Any ideas?

A few months ago, I had to use the File Recovery program to recover a bunch of files I had accidentally deleted on my hard drive. Since then, whenever I try to open up Administrative Tools in the Control Panel, it sends me to a shortcut but nothing is there. I cannot open the Administrative Too..
