I used the file transfer over the network to transfer files from my old Win
XP system to the New Win Vista system. Office 2003 Pro does not transfer
over. Does it need to be reinstalled? If yes what about the activation
keys? This is my own home copy of Office 2003 Pro.

Should be able to install it and reuse the activation keys.

Vista's File Transfer only transfers files and settings. It does not
transfer programs. You'll need to install your Office 2003 on Vista and
use the Product Key that came with it.
