I suspect you are encountering UAP, click Start > All Programs > Accessories
> Run > type in MSCONFIG > Tools (tab) > select Disable UAP > launch >
restart Windows.

Try installing again.

If the problem persist, please follow the instructions about enabling the
Administrator account and logging by Jerry Ham - Windows Connected:
http://windowsconnected.com/blogs/jerry/archive/2006/02/22/1028.aspx

From there try installing again.

It is - it's just one hell of a pain in the arse trying to work out how to
play it! Come on, I'm more of a web developer sorta person, not much time
for games ;o)

I've noticed alot of people are disabling UAP to play games including Sims,
I wonder if Microsoft is going to stop this somehow..
