Control Panel, Windows Update Fail sometimes...

Using Vista Ultimate. I assembled.When I try to open control panel from the
start menu, a window flashes very briefly then disappears. Control Panel
never opens. Also, Windows Update from the Start menu will not open (IE
doens't open on that click). IE works from its own icon however. Windows
Update will not open from tools, update, either.

Control panel will not open from start, run control.

HOWEVER, after I shut down tonight. Tomorrow, it may work. It seems to come
and go. I just restarted, and it still is not working tonight.

Any ideas?

Replying to myself: I'm using Vista Home Prem, not Ultimate. INstalled a hot
fix 313791 this morning. Will see if it helps any.
